Description:
With change tracking enabled, moving the penultimate list item down and then up will insert a new empty numbered list item into the changes

Steps to Reproduce:
1. Open attached document
2. Move “February” down then up

Actual Results:
There will be a new list item “6”.

Expected Results:
It should be the same number of list items


Reproducible: Always

This bug has been in ASSIGNED status for more than 3 months without any
activity. Resetting it to NEW.
